If you live in Japan or North America, you have had access to Nintendo’s TVii service for quite a while. However, getting the service anywhere else in the world has been an uphill battle. Today, Nintendo UK has officially come forward and apologized for the 13 month delay. Their exact words were:

We would like to apologise that we were unable to bring the Nintendo TVii service to Europe in 2013 as originally planned.

Please continue to keep an eye out for further announcements regarding this service in the near future.

At this point, there is no further information as to when users can expect the internet service, so the only thing to do at this point is wait.
